Investment could also mean investing in a particular skill set. I think one could still invest in a professional skill, then from there grow the business and once they start making good profit, they can invest in other things.

Well, most of the time, many poor people in my country have a harder time saving money. This is because they are simply not able to do so in the first place. They have to deal with expenditures and their salaries are not that high either.
