Elon Musk is not rolling back his idea of charging fees on verified Twitter accounts. A handful of people are ready to pay for the extra features that Musk is including, but the majority is still opposing Musk, even though most of them don't have Blue Tick. Perhaps they were hopefuls.

That blue tick fees isn't for simple accounts, moreover a business cannot run on freebies (even government charges taxes). Twitter is a business, free accounts will still enjoy freedom of speech.
