Solo decision taking is good but sometimes it's good or better to seek for opinions from other people instead of depending only on your judgement especially when it comes to business.

True but in some cases it still depends on the kind of management, if it's the type that would like to carry everyone and make sure everyone is okay with the arrangement on ground, he would want to find out from others first before deciding.

The decision depends on the owner of the business, the workers cannot say No. After deciding, implement for everyone in the center to follow and those who won't may resign like doing over time without pay.
