I don't think so. Some of these employees are the products of nepotism. It is an old system that needs to be stopped. They are not competent enough to carry our their respective jobs. It still happens not only in my country but also in other countries.

It is not only in workplace a devoted worker is good, even at home, a devoted partner is good. A devoted person is trustworthy, dedicated and hard working. He's a consented with the environment of work and doesn't complain.
You might be devoted to your work, that does not mean you are good, there certain times most workers are only devoted due to what they can earn for themselves, in other words they are not after the growth of the business, they are simply after what they can get for themselves.
There are people that are very good with doing activity. We call them workaholics and they are not necessarily the most efficient staff available.
I always tell people that I am not moved by people that have so much zeal. It is not enough to convince me.
Some employees may be devoted to their work but lack the skills to excel. Some better employees can perform their jobs more effectively.
Also, some can be devoted workers just for their benefit of making money. Yet in real sense, they are not adding value and growth to the company. Devotion should come with striving to be productive and helping the company achieve it's goals.
