I personally will not give them a second chance because if I got scammed the first time it is their fault but if I got scammed for the second time then it is my fault.

It is possible that website owner has kind of jail on its payment processor and this is for verification purpose if site pays by PayPal, Skrill, Stripe, Neteller, Coinpayments. But he has to inform users about situation.

I have experienced and they just scammed those that went back so no need going back to wsste your precious time
