And the tenants don't have the exposure to push their cases forward when they are mistreated.There is nothing like this in my country because house owner or landlord are always being very wicked to the tenants by increasing their house rent all the time without any regulation.

You just put this argument to bed. The agencies look the other way. The corruption in Nigeria is systemic. Not just on the part of the government. Landlords can raise rental prices to any levels, the government doesn't care.Unfortunately all those bodies that are supposed to help out are even corrupt because they have a way of getting their own share of whatever the landlord association have to offer them which is why they don't get involved in their business.
