Online business entrepreneurs in United States pay tax but I don't know if is through PayPal. I have no business with PayPal because I don't have a functional PayPal account. I have tried to link my debit card with PayPal but it keep rejecting my card and said that my card does not exists.

I agree with you. Some small-scale businesses do not want to comply. For them, it is not necessary.
