Sometimes the schedule of the admins can determine when they'll decide to pay. I think it is the major reason why some websites experience delay in payment.

this is actually very true. If you work on websites that have fixed payment date you will be forced to withdraw certain money you may not want to withdraw.

That is very true. But the major advantage of a website that have fixed payment is that you can be able to accumulate your points. When you withdraw you can use it to do something tangible.
