Do you refer users to a website without even getting paid for it?

Earlier on, I used to do that a lot and it was fine because in those days we don't see many scam websites but these days every 5th website is a scam

I have my own sites to promote, why would I refer someone else websites if I am not receiving any credits for referring users?

I have done that in the past and it has happened only 1-2 times that the website has scammed and on all other occasions my referrals were able to do well
