We all need to understand that the admin does not have time to spend on the website as they have other things to take care too so if the moderator of the website can process at least small payments then it will put less burden on admin and will be easier for users too as they do not need to wait for long.

Moderators can be allowed to add a special withdraw method if they have the capacity like the case of one moderator who added the payeer withdraw method on bizdustry.But i just think the admin can assign other individuals that can be able to process payments if he is out of reach.more especially if it is not a sore propriotorship entity.But from the look of things it is not all that easy to merge or create partnerships online.That level of trust to have more than one paying master is something that is not easy.There was once a situation on bizdustry when Alaxender went on vacation and handled over the site to the other admin.But he made emphasis that he was the only one with the authority to pay.That means the trust levels were not established to that degree of having another pay master.
I totally do not accept Moderators to pay. They can help process payments.

Yes it will be better for the site. The admin should fix some amount which a moderator can process for the users. On many of the sites users complain that there is delay of payment , this will surely reduce the complaints.
It is very impossible for the moderator to carry the burden of paying the members. You were once a moderator, do you think, you will agree to the idea to pay the members @Hate2Wait . But if there is a binding contract, it will happen but if none, it will not happen.
I think that depends on the policy of the site owner. I personally think that it should be the job of the site owner or Admin. Moderator should focus on checking the posts.
Though this would be good as members would be paid even when the admin is not around and the payment would also be fast. On the other hand this might make it difficult for the admin to be able to track how revenue are spent.
I think it is a very good idea, there's nothing wrong with moderators paying members from time to time. The admin can start by assigning little funds to the moderator if he's someone that can't be trusted with huge funds.
Yes if they are trusted. But then again these days it is becoming extremely rare to even be able to find trusted people out there that you can work with, especially when it has to do with money for that matter.
Yes, the risk involved is just too high. Majority of these persons the admin might have not even met them physically cause some might be from different countries. So leaving your funds for them to handle is out of the question.
I think it depends on the site owner's policy, but it's not bad if the site owner gives this task to people he trusts. The site owner can entrust a certain amount of money, and the trusted moderator must make regular and transparent reports about the remaining balance and money expenditure transactions that he has carried out.
