My president just introduced this into my country. But I would not go for it because of the terms that you must pay back the loan in two years.
I agree with you. It is better to have scholarships, and the grant will be provided by the local government.
The college fees in my country is already very low. However, I a talking about governmental colleges and universities. Private colleges and universities are quite expensive.
Colleges and universities here government owned are tuition - free, but there are kids wanting to enrol inna private university the elite.

If you want to go to medical school, engineering colleges, or even specialized courses like MBA, you might have to spend a lot of money, even when these courses are being provided by state owned universities.
