It is inevitable that in every company, here is always an employee who usually keeps on being late at work. For me, the company should not be lenient with this concern. They need to give warning to this person. If he does not listen still, he can receive a sanction. The worst part is to be terminated for doing habitual lates in the company.

First it is to have the rules on groynd for all the staff to be aware and caution that anyone that goes against it will be punished by deduction for them to sit up

Habitual lateness can be very frustrating to the business owner especially in a business that is time sensitive. It is best to caution the staff and drop hin or her of he can't sit up.

Being late habitually is not acceptable. Warnings should be given to the employee who is always late reporting to work. If there is no improvement, that means s(he) is not taking his/her job seriously. S(he) should be asked to leave.

It is bad habit constituting habitual lates always especially in country where there is high rate of unemployment.
Any erring workers should look for amendment of such habit.
House chores that may likely causes the lateness should be appropriate deal with. Workers should be made to realize that their personal lives is different from their official duties and should therefore not play with it.
Workers that failed to adjust and make amendment should made to face the music.

If it's very obvious that your being late on purpose, I'm going to sack you and hire another staff who's ready to come to work on time to resume his or her duties.

If after taking to them and they still do not try to change, the best thing would be for you to start deducting from their salary. This would definitely make them think about their actions.

I would actually believe that it is still going on the long process because their attitude is always going to be affecting the productivity the company is having and which is why it is best for you to terminate their appointment and get those that are willing to work.

If you have to be querying a particular staff everyday over lateness, it means that the staff is not ready for a change and you have to relief such a staff off duties.

This is exactly my point because it is very obvious that that particular staff doesn't really take their job seriously and it's high time you let the person go.
