My internet access has never been blocked. I guess it depends on what you do online.

You apply in your area. Mine is cheap, I only pay 1,200 pesos a month. It's fast and it could accommodate 20 users at one time, that's when my nieces and nephews visit home. There are only 4 of us at home. I let them hitch to my Internet.
