It's a small mini fan you can wear on your neck. Just like the way you wear headsets and the likes. It's usually very small and light to carry about, so you won't even notice it.

There are some local people use them here. I find it not useful and troublesome using them. It just add to what you wear on every day.

Honestly, it is not useful and will just be making noise in your ear. I’m not saying it is totally useless but I don’t see any reason why I should use it
