No, I have never tried it. Why should someone buy a referral? If a site pays when the referral is active then what's the use of purchasing them. You can buy referrals but you cannot force them to be active on the site.

That seems like a better idea, some users will actually register to the website they were required to join but will just be there for registering sake without making any post at all, your ideas will be better to weed out such users.

Once a scammer joined under my BMF ref link, he promised me he will complete required 100 posts quickly, but wanted me to pay half of the referral commission, and that too in advance, I gave him 600BMF, and soon he was banned due to scam attempt

It's a tough task but sometimes when a website is paying better referral income or running a contest of a sort but I don't do it normally
