Have you financed someone else business?

Somebody approached me wanting me to finance his business, but I have some doubts because I cannot see his blueprint.He wanted me to finance his architectural plans for clients. He needs many materials but he can't provide me details and have not seen his license. I declined and he was upset. In your own opinion, do you think that person is legit?
