How can governments regulates charcoal burning business?

Charcoal burning business poses an environmental hazard to the society but again it's one of the major type of energy being used world wide. What do you say about this

In western countries, charcoal as source of energy is no more rampant except in rural areas. The only alternative is for government to make other source of energy to be cheap and readily accessible.

In my country, it is not allowed to burn even dry leaves, plants or trees. It is because it can be a contributory to having air pollution.

I think it might be near impossible though, there are lots of persons who reply of charcoal as not just a source of energy but also how they survive. Some even make use of it for cooking. The best thing for government to do is to provide a cheaper alternative for them.

In my country, it is not allowed to burn anything in the open areas, such as yards, farmlands, gardens, and the like. They are trying to protect the environment not to be the contributory factor for the air pollution. But then, there are still local people need to use and sell charcoals.

The government can always enact laws with regards to use of charcoal. It can create laws and policies that will regulate this area of concern and giving sanctions and fines to the violators.

I personally am allergic to smoke from charcoal but what do we do when some people can't afford methane gas for cooking. There is nothing much the government can do than to make a policy to ban use of charcoal. But have they made life easy for the common man.

I sometimes cannot understand the ordinance in my country for not allowing the locals to burn something in their premisses. But, they allow to operate charcoal business. It contradicts the purpose of it.
