How effective is ads and content in business

Some said ads is a best way to get a good sales in business other said contents are more effective than ads, which do you think is more effective in our businesses?

Both actually work hand in hand though but i think ads is more important, cause you could get the best contents, if you do not market it then you cannot make any real sales.
