The employer can do the following to curb this;

Issue queries to these employees

if it becomes incessant it can be come with suspension with no pay

if there's no effect there should be an outright sack to motivate others to stop

That would be a great measure to curb the excesses of staff who use company data subscription to do social media. It is very common among bank staff.

I like this idea of pay per work done. The more work you do, the more the salary just like we have online where you are paid for the job you are done

This is all about being very good with your business management and having a good manager to follow up on the duties. If a manager does his job well, this problem won't exist in the business.

To avoid time theft in the workplace, the employer needs to do a regular check on the progress of tasks assigned to each employee. Some companies here require employees to fill time sheets on their daily activities.

Some staff are always busy doing Facebook during working hours. That's why some organizations block social media sites from company's network.
I had seen some people do this. For virtual teachers, it is not likely happen to go over time or under time at work. For the reason that the virtual classroom will show the accurate time and the class will stop at exact time. That is why it is impossible for them to be playing while working online.

And they can also report any employer that is not doing the right thing from that is trying to steal in the company

They should have specific goals for each day. It should be extended so that it would not give the staff free time to get in facebook. There should be tracking devices that you can use to track someone to death.

I think the first thingbwould be not to give the staff free time to get distracted. Or maybe the time alloter should be cut down . They should have specific goals to finish daily

We have 2 nature of workers according to business theory. Those that would be productive only through strict supervision and those that would be effective without supervision. If you don't manage those with supervision always allow time theft when they are not monitored.

Employers should monitor employees to detect those trying to steal time and the other employees can also report any employee that is not doing the right thing and trying to steal time

When there is proper supervision and management, time theft would be cordoned. Workers should not be left unchecked while at work.
Speaking of checking them out during the working hours, it should be considered by the top management. There are some employees who are playing if not being checked from time to time.

Indolent workers should be getting rid off immediately they are discovered. Though it is recommended that erring worker should be warned but where he/she fails to adjust, then discipline should be carried out. This would serve as a lesson for others.

This is the main reason why some organizations banned the use of phone during working hours unless it is official. Most workers abuse their official time by busying playing with their phones or making unofficial call during office hours. This habit is unprofessional and should be stopped.
