How much does it cost to start a TV Channel?

Starting a TV channel definitely requires huge amount of capital. By the way, two days ago, a paid TV channel in Hong Kong announced that it will be closed in May this year. They have been around for many years. They are making a loss over the past few years. Most TV channels are making a loss in Hong Kong. I personally seldom watch TV except for news. With so many options on the Net, I wonder how many people are watching TV on a regular basis nowadays.
