For profitability it is really depends on how much traffic your faucet gets and how much you can earn from advertising and for setting it up I think it will cost you around hundred thousand to several thousands depending on the complexity of the system and the traffic you expect to received.

I am not sure if there are any open source script for faucets but there are a lot of platforms where you can find faucet scripts for $200-$300. YOu also need a domain and hosting.

The main problem about it is not many users will be interested in earning from it and not many stay active on these faucets
