This is to avoid any form of attack out would need to report with caution to avoid othetd who the whistle blower is too.

One should be very careful in engaging with whistle blowing. How are you sure the person you are reporting to is not a connivant in the scheme?. Corruption is everywhere.

How would you know if the person you are reporting to is also an accomplice? I have once reported someone and was made to look stupid because the superior I reported to was part of the fraud cycle.

I'll write a confidential letter with evidence to the Head of Human Resources Department anonymously. With the evidence submitted, they can do the investigation and talk to the people related to the issue.
