Crypto exchanges are already being regulated in most parts of the world. That's the only leverage through which crypto can be regulated.

That's the most they can go. There are decentralised exchanges which no one knows who owns them to regulate them. It is still a dream to regulate crypto.

I believe there would be a truce between government agencies and crypto players that would bring some transparency so that crypto would be regulated.

I think they can never be regulated in their entirety because it is an ecosystem that evolves too quickly and they will never be able to keep up with the regulations of innovation.
