Is it necessary for the salaries to match with the level of proficiency on the workplace?

For me l can say no to that. That's because l oftenly see so many people being employed outside of the career path on most workplaces in my country.

It is necessary as that would ensure that people are adequately rewarded and money is not unduly given to unproductive people.

Yes that's one major issue. They are always looking for people they can use or exploit which is very bad.

It must be match with applicant's degree and experience but usually it does not happen. At least here this is not the case, mostly people arrange source as some written paper from Minister to hire that individual and give him this salary.
