To reduce bounce rate, your visitors need to spend more time on your site and engage in your site. You can add time like in shortlink pages. Also some sites open content but after few contents. Every few seconds like 5-10 interval it open another paragraph. On thos sites you can't just scroll down at end.

One of the top contributors to bounce is traffic packages. People offer high traffic which is generated by bots mixed with a low percentage of human visitors. This has worsened with AI technology and you may be getting tons of hits but your bounce rate remains horrible.

The bounce rate consists of how many pages are viewed by each visitor. The acceptable norm is between 1.5 - 2.5 pages per visitor. That means that each visitor must visit at least 2 pages. This is further compounded if the visitor takes no action at all. They are expected to click, like, share, or scroll.

Avoid buying traffic packages, they do not benefit your website in the long run.
