Yes there is no doubt running a filling station is a good business but if am not mistaken i believe it requires lots of capital to setup.

Filling station is also risky. The filling station near my boarding house during my college days exploded. We were on panic mood.

Fuel station is profitable but the increase of the fuel means a hole increase in public transportation costs like car or taxi or something like that means not benefical for people with few ressources of money.

The business is cool and also profitable but to start it up is the main deal, you need a huge capital, you need to get approval from government (it will also require money) but if you feel you're fit enough then you're good to go.
