In a contemporary civilization, government restrictions extend to every element of life. In fact, overregulation can kill initiative and business, which stifles a community's ability to operate in an orderly manner. Finding a balance between too much and too little regulation is difficult. If carried too far, both are capable of having terrible repercussions. Speaking of taxes, some companies cannot gain more because of this matter.

It would lead to secrecy among the staff members towards the management. They won't be free with the management and this would not allow effective flow of communication.

Over regulation can bring counterproductive consequences. Sometimes, it can bring conflict that will snowball to serious political unrest. It can equally kill creativity and innovation. Many companies will simply close and migrate to other areas.

It won't allow workers to be free to express themselves. And even if they see something that would benefit the businesses, they won't bother to say anything.

There is a famous saying that Excess of anything is bad. And the same holds true for having very little of anything. A balance is the most important thing. One needs to have adequate amounts of regulations and also the ones that are actually effective.

If I am working in an organism that has too many rules, I would just do routine and go my way. I won't even bother for anything that's not part of my job role.

And the truth is where there are too many rules, people would always find a way to break it. Why don't you just set basic regulations and let people be free.
