You have to look at the underlying cause. It may be the fault of the business or owner. If the fault is from the staff, you can reprimand the person, suspend or sack as it may be.

That employee will be advised to be sent to a seminar-workshop. That employee might have a big problem that affects his performance. That employee needs to be interviewed if like to continue working or not. He may not like his position too.

Have an open discussion with the employee. Find out the cause of the problem and see if that can be resolved. Try motivation first. If there is no improvement, issue warning letter.

Yes sometimes it's the fault of the employees so some disciplinary measures have to be in place to avoid such issues. However, if it's the fault of the organization, they need to correct that.

Under performance should not be allowed in the business because it's going to affect the productivity on the overall. Employees should be engaged in training and retraining.

They should give them the required training if there is a lack of skill due to which an employee is underperforming. He/should be given verbal warnings and even then too his/her performance doesn't improve he/she should be terminated/suspended
