What makes you to cut a workers salary for punishment's?

Some times workers do some unethical things and they violet the rule of the working area and their boss or their employer punish them with cutting their salary for the thing they done, and some times the boss even don't warn them they just cut their salaries without letting the worker know,
So if you were the boss what makes you to cut their salary? and do you think cutting salary will change a workers behavior?

There are some irregularities that when punished in terms of making some deductions on the workers salaries, the employees tend to change their characters. These may include: lateness on reporting to the workplace, damaging of the machine, equipment and working tools.

It depends though and I believe there are various reasons to this, their are some where the business owners does this when the employee do not take their job seriously or when they always come in late.

I do not think it is appropriate to cut salary of a worker. If you don't like the workers performance, you can simply fire him, however punishing with salary cut does not look ethical and professional

They used to deduct my salary for lateness and it was really annoying because there were days I was helplessly late.
