I won't criticise anyone who is scared to fail in business. It is a normal fear. But when you see business failure as just an event, you would rise above it.

Its tough as we need to manage risk too and its our hard earned money so we don't like to lose it and trying to play safe

I will tell them that fear is just a feeling, feel it but proceed with setting up your business. Our feelings don't have to control us, we are supposed to control them. And they way to control them is by proving them wrong through our actions. Most of the time, your fears become lesser the more you do what you are fearing to do. You succeed and so it soothes the feeling.

Those that are not ready to take risks will need some support to start a business because even if they have some money in excess then they will use it somewhere to make more money from it

Yes and the funny thing is there is no entrepreneur out there who will tell you they are not scared of failing. The fear is there but they just choose not to dwell on it.
