Unlike blogs where you have to constantly create your content and work hard to build traffic, you do not have to create content on forums and you also get traffic through registered members. If you have 1000 active members, you will get 1000 posts every day and 1000 unique visits every day. If you can actually manage to build 1000 active users on your forum, it can be a good source of passive income.

I don't see a forum as a passive income source. I rather see it as an active income source because a forum needs daily monitoring and work to make it sustainable.
And it's difficult to earn in the initial stage when the site goes through the setup. Once you have many members on the site things become easy. But that's for sure admin has to be active there and should interact with the members.

I was using the number just as a reference, in a figurative way. It is not impossible to get regular members on your forum if your forum provides value to the users. There are a lot of forums that get a lot of activities even when they are not offering any incentives.
Recently, many people have started to create many forums and I think that this is a great way to make money. You make money by generating advertisement revenue and even generate affiliate sales as well.
Your have a very important point and I think that building a forum is a good way to generate money and it's a passive income source as well . A lot of people make money through this means.
Let's say someone has 1,000 members in his forum and the post 1000 every day how much do you think the owner of the forum will make compared to what he's going to pay those were active on the site.

I own a forum where sometimes I earn $2 per click on adsense ads. Imaging getting at least a 5 percent CPC rate on your site, you can do your calculation. If you are using high CPC niche topics, you can earn really well.
Now that we all agree that a forum is a source of regular income, not necessarily a passive one, can we deliberate on the earning potential if the owner resides in tier 3 or tier 4 countries? My comment is informed by the fact that individuals living in tier 3 and 4 countries do not earn as much advert revenue as those living in tier 1 and 2 countries.
I think that you could generate some amount of money if you start a forum. You could get more and more advertisers to sign up with your forum and make money. This is a great way to make money. You could also sell affiliate products as well.
