I have not heard about this forum before though but like you said, the reasons for the site going of was stated on the mail so definitely he has his reasons.

I was once a package team on this forum. I also was a paid writer that paid me for my articles. However, the site shut down. The owner also has another forum called freelancer forums.

Its my experience as to check any website before registration in all aspect, particularly read reviews about it and for further confirmation check the website on scam advisor, then join it.
