I agree with you, you don't just throw them out without a warning so they need to be queried when there's no improvement you send them outUnderperforming employees should be informed first, if they continue then you can give them warnings to change their performance.

Keep encouraging them in every way possible, and once in a while you give them some incentives and also appreciate their efforts no Matter how little it is.In a business set up there is always that employee who does not produce the needed results, as a manager or business owner, how would you support and encourage such employees, or would you simply lay them off.
