I think I understand this because I know of a workplace that places their staffs on a contract and when they see that they did well, they will become full staffs.

There are so many ways to keep the employees in the company. Although it would be subjective, but it will always come from the performance evaluation's results. We can have the basis to fire an employee or not.

It's one of the reason why I try as much as possible to not rush into any job because there's always a possibility of being taken advantage of because of being in haste.
