Indeed. We really need to know the target clients in the market. Some people cannot understand why we need to know the demographic data to establish this primary goal. I hope that enterpreneurs can know this by heart.
A business owner can identify his clients according to logbook and receipts of payments. Also, you can familiarise the faces of your repeat customers in your business. There's a need for you to know them to give some consolations like discounts.
Your clients are your target audience. I think the first thing you need to do is know your products and services then ask yourself who are the people that needs these products or services. With that you can easily point out your target audience.

If we are targeting it worldwide, social media can be a great help. For a conservative way in doing it locally, it is best to research a lot about them in person. It might cause a lot of money but it is worth it.

I had worked as a telemarketer before and we identify our clients by survey. We call them clients from a database list and we call and interview them and asking questions which they are free to answer or not. You are right. In a business context, starting up a business needs to determine the target market initially. It comes along when conducting the feasibility study. Once they determined to be feasible, then they are ready to put up the business.
