I had worked as a telemarketer before and we identify our clients by survey. We call them clients from a database list and we call and interview them and asking questions which they are free to answer or not. It was not easy because some would simply refuse taking the call and said they're not interested.

That's very true. Also, you can use their occupations to know if they are your potential clients. A banker is supposed to be a potential client for a food vendor.

You are right. In a business context, starting up a business needs to determine the target market initially. It comes along when conducting the feasibility study. Once they determined to be feasible, then they are ready to put up the business.
