It is not always easy to select the best prospective employees because qualifications and behaviors can be masked during interviews and tests. The best way to select prospective applicants is to cross check their criminal records and family records.
Personality assessment must be carried out by a psychologist, they will measure optimism, independence, commitment, self-control, self-confidence, motivation, adjustment to a new environment, interpersonal relationships, and resistance to stress etc.

I do agree with that notion. It would be great also to follow the hiring selection process to be fair. There are some fresh applicants that can offer something on the table. Tenured people can be competitive, but we need to consider the young applicants, too.
You must ascertain that staff are selected based on aptitude rather than paper qualifications. They should be able to do the job role you require them to do.
It is also better to look at the skill because that is what is needed for the growth of the company.
