I think this job goes to the human resources department in the company. In my previous job, we had a person responsible for these kind of matters who was reporting to the human resources manager on every employee's query that arises.

The best way to deal with the complains of workers is to demonstrate that you truly care about their complains first of all. The second thing is to be truthful and transparent with them on the things you can do and cannot do.
As a business owner it is always important and necessary to maintain transparency. When you are transparent you are probably going to treat the complaints of your workers fairly.
