Time consciousness determines the efficiency of criteria. It does not matters how effective you are, you must be efficient as well.
Productivity depends on time consciousness. This explains why companies alloted time schedules for every activities in the companies. They don't want time theft. Time consciousness also don't allow procrastination. What should be done today should not be delay without official course to avoid sanctions.
