Starting a New Forum or Buying an Existing forum which is better?

According to me if a forum has have good reputation and for some reason the owner is selling it then it's better to buy that forum instead of starting a new forum as it takes time to win the confidence of users.

You are right. But there are times that buying a forum might be a bad business. Because like someone that bought a forum for $28,000 and he hardly earn $100 in a month. Then when will he now earn the amount he bought the forum.
