Breaks are important. Human beings are not machines, even machines need a break. Moreover, one can get saturated with continuous work. Employees get these break times to rejuvenate themselves. Each one has their own way and some might find playing games good way to rejuvenate. If employees are rejuvenated and refreshed, the productivity and efficiency increases.

I believe that workers have the right to do anything they want to do with their break because it is their free time to relax before they start working again. They can play if they want.
There are many companies that have offer games as well during the break. This is to make sure that they refresh themselves. I think that this is quite important for the mental health of employess.
I think employees can do whatever they like during the break. Some may prefer to have a cup of coffee or tea, some prefer to take a nap, some enjoy playing games. As long as the activity helps the employee relax and get back to work feeling refreshed, it should be okay.
If I was a business owner then it would be fine for my employees to play during their recess. They need activities that can reduce stress due to workload. The important thing is not to disturb mutual comfort, namely to stay calm and not make noise.
Since its during their break time and not during working hours, i believe they are free to spend their break however they want to. The most important thing is that they do not do anything do damage anything at the office or give the office a bad name.
