No matter what kind of business I would engage in I would never let any staff smoke while at work. I would not even let them use mobile phones for personal use unless the matter is urgent.

You are right, the company will strictly prohibit all its employees from smoking in the office building or factory, which will certainly be very dangerous for fires. So smoking employees will take the opportunity to eat lunch outside the office building.
